The team at ReliantSouth is comprised of veteran professional contractors who represent vast expertise in various areas of the construction industry. Our success as a construction group is derived from the skills of our staff and how we work together as a team to find solutions for your project.



Our Staff


Richard Dodd, P.E.


After graduating Magna Cum Laude with a Bachelor of Science in Civil Engineering from West Virginia University, Richard’s career started in 1983 as a quality control technician.  In 1991, after eight years of service, Richard was named president of GAC Contractors/Gulf Asphalt, a position he held until June 2013.  During his career, he has achieved the status of a Florida Licensed Professional Engineer, Florida Certified Underground Contractor, as well as becoming a Certified General Contractor in Florida, Alabama, and Georgia.  With the help and support of many key people, Richard launched  ReliantSouth Construction Group where he continues to live out his mission of assembling a talented, integrity filled team that provides value and solutions to clients on all of their building construction needs. 


Richard and Kim are celebrating 37 years of marriage in 2018 and have three daughters, plus two granddaughters, who fondly call him “Pop”.  Richard enjoys a challenge and completed an Executive MBA program at Auburn University and ran with 11 teammates the 196.9 mile Ragnar Relay from Miami to Key West. Richard hosts a Wednesday morning Men's Small Group at the office where many ReliantSouth team members as well as local businessmen gather to grow in their faith and encourage one another.



John Meyer, LEED AP

Vice President & Partner

John, a Florida Certified General Contractor and LEED Accredited Professional, is a graduate of Bay High School, Gulf Coast State College and the University of Florida.  While at the University of Florida, John obtained his Bachelor of Science in Business Administration with a major in Finance and a Master's Degree in Building Construction. 


After a stint with Centex Rooney Construction, John joined Richard’s team as a Project Engineer in 2002 on the $29.5mm design/build I-10 Rest Area project located in Okaloosa and Santa Rosa Counties.  Talented in many areas, John is a very detailed individual who strives for excellence in every facet of his life. Previously, John served on the Bay County Chamber of Commerce's Board of Directors, Panama City Downtown Improvement Board's Architectural Review Committee and Bay Building Industry Association's Board of Directors.


Fully invested in our community, John married his high school sweetheart, Kelly and they have two daughters.  In his spare time, John enjoys coaching his daughter's soccer team and hunting.



Dalton Parker, LEED GA

Vice President & Partner

After completing an Associate Degree from Gulf Coast State College, Dalton continued his education and received a Bachelor in Science in Building Construction from the University of West Florida in 1999.  A second generation contractor, Dalton began his career in Construction Management in 2000.  Dalton joined Richard’s team in 2003 and since then has gained a wide range of experience overseeing projects that range from $250,000 to $35,000,000. Dalton attained LEED GA status in 2009 and obtained his Florida General Contractor’s License in 2010.  He is also a proud member of the Board of Directors of the Bay Educational Foundation.


An avid FSU fan, and enthusiastic parent alongside his wife Alison, Dalton joined ReliantSouth in April of 2013 and is looking forward to continuing to provide exceptional service to clients by being a trusted solution provider.



Lynn Paulk

Accounting Manager & Contract Administrator

A Bay County native, Lynn began her accounting career and working with Richard in 1996. Lynn is very proficient with accounts receivables, payables, payroll, and other accounting responsibilities. At ReliantSouth, Lynn is responsible for contracts, subcontractors, licenses, and much more. She most recently served as Project Accountant for projects with Gulf Coast State College and Bay District Schools.


Lynn and Gene, high school sweethearts, have been married 27 years and have one son who is attending Gulf Coast State College.  Gene proudly serves our country in the National Guard and has recently completed two deployments; Operation Iraqi Freedom and Operation Enduring Freedom.  Lynn enjoys camping and four wheeling with her family.



Iris Lee

Office Manager

Having moved to Bay County as a young girl from Miami, Iris became a product of her new community and established her roots here with her family.  Iris has an impressive background in banking, sales, and accounting. She joined Richard’s team in 2010 during a very critical period working in the accounting department.  She anchors the administrative and accounting departments at ReliantSouth Construction Group. 


Iris and Brian have been married 34 years and have three grown daughters and a new grand child!  Along with raising a family, she and Brian have been business partners since 1998. They love being outdoors and enjoy camping, boating, and gardening.




Heather Peacock


Heather brings professional accounting/office knowledge to the ReliantSouth team as well as a wonderful, pleasant personality!  She is a vital part of the accounting department with maintaining record control on all projects and  assisting the office manager and contract administrator with the day to day operations. 


Family life is a priority with Heather and she enjoys spending time with her husband, Bid, and their five children. She loves all things to do with "nature and the outdoors" - enjoying what God has created!    



Diana Crompton

Administrative Assistant

Diana  has extensive experience in many facets of professional office accounting. She is a vital part in maintaining record control with our accounts payable and insurance as well as assisting the accounting and office manager with daily operations.  Diana adds great value to the ReliantSouth Team!


Diana's passion is spending time with her three beautiful children - and she admits that they might be "a little bit spoiled". Favorite activities include visiting historical places, antiquing, and trying new restaurants (always)!



Emma Franco

Administrative Assistant

Emma has recently graduated from Florida State University with her Bachelor of Science in Professional Communications. She comes to us from the hospitality industry bringing a strong background of office administration and technology. She is a vital role within office administration by assisting our office manager in day to day operations. She is also vital in maintaining our social media accounts.


Emma has numerous passions in her life, a few of those being: Jesus, Starbucks and enjoying time with her family and friends. 



Brian Baxley


Brian is currently serving in the Estimating Department for ReliantSouth.  Prior to his role in estimating, Brian served on the successful Rutherford High School Renovation Project Team.  Brian obtained his A.A. from Chipola College and subsequently his B.S. from the University of West Florida.  Brian maintains a diverse skill set and passion for learning the construction industry.  


Brian is happily married to his wife Doreen and has two (2) sons who enjoy sports and family activities.



Charles Poffenbarger, Green Globes GGP

Project Manager

Charles joined Richard’s team in 2004 during the construction of the $29.5M design/build I-10 Rest Area project in Okaloosa and Santa Rosa Counties.  Since that time, Charles has been involved in a wide range of projects ranging from retail, financial, transportation, and government. Two of the highlights of his 20 year construction career thus far were assisting with oversight as a senior project inspector on the $192M Northwest Florida Beaches International Airport construction project and serving as a vital member on the management team that successfully completed the $35M Advanced Technology Center for Gulf Coast State College.  Charles recently attained his Green Globes Professional Certification (GGP) status in 2014.


An avid fisherman, Charles enjoys the great outdoors. Recently, Charles served as the Project Manager of the construction team for the successful $10.2M campus renovations to Rutherford High School as well as the $3.2M Cedar Grove Elementary Renovation Project.  Charles is currently serving as the Project Manager on several projects in Walton County.



Kelly Mount

Project Superintendent

After amassing over 40 years of construction experience, Kelly joined the ReliantSouth team to continue his track record of building projects of high quality that finish ahead of schedule.


Known for his high expectations regarding quality on every project, Kelly adds much to ReliantSouth's mission to provide - Solutions * Value * Trust.  Recently, Kelly served as the Superintendent at the construction site of multiple stores and restaurants at North Pier Park in Panama City Beach.



Mack Lewis

Senior Project Superintendent

With more than 18 years' experience in the construction industry in the areas of plumbing, mechanical, and building construction, Mack joined Richard’s team in 2007.  Recently, Mack provided exceptional on-site management for Bay District Schools’ renovation projects at Mowat Middle School & Bay High School and is presently serving as the Superintendent on the Panama City Toyota Renovation Project.


Mack is happily married, loves playing golf, and was deeply saddened by the Denver Broncos loss in Super Bowl  XLVIII.  A valued member of the ReliantSouth Team, Mack takes enormous pride in taking exceptional care of our clients.



Troy Coggins

Project Superintendent

Troy brings over 25 years of construction experience across the Southeast to the ReliantSouth team.  Troy has been involved in countless commercial projects including educational, medical, retail, office, financial, and aviation market sectors.  He recently served as the Superintendent on the Gulf Power Vehicle Maintenance Facility project and is currently serving as the Superintendent on the new Panama City Beach Fire Station Project.


RV camping with his wife along the coast of Florida and Alabama football are Troy's passions.  He is absolutely certain that Alabama will win the 2017-2018 national championship.



Michael Woods

Project Manager

Michael, a native of Bay County, brings a diverse construction skill set to the Team including extensive experience in site/civil constructionand building construction. Michael obtained his Bachelor of Science in Business Administration from Florida State University in 2010.  Additionally, he has an Alabama Utility Contractor's License,  Florida Utility Contractor's License, and Florida Certified Contractor's License.  


Michael's hobbies include long distance running and family activities.



Justin Nyland

Project Manager

ReliantSouth was proud to welcome Justin Nyland to the ReliantSouth Team in May 2018.  Justin has years of construction field experience and recently obtained his A.S. degree in Construction from Gulf Coast State College where he graduated with honors.  Assisting presently on the construction of the Lynn Haven Bayou Park and Preserve, Justin is also a veteran, having served overseas and acquired various military awards, medals and commendations for his honorable service to our nation.



Bobby Stormer

Project Superintendent

Bobby joined ReliantSouth in 2017 to add depth to the Team.  Presently assisting with the Captain Leonard Destin Park Project, Bobby has an extensive construction background with a focus on quality control, concrete and surveying. Prior to joining the ReliantSouth Team, Bobby was solely responsible for all layout on a 40 story high rise project in Seattle, Washington.  Bobby also previously served as a lead carpenter for a crew which performed extensive concrete forming, precast installation and performed quality control.


Bobby and his wife are glad to have relocated to a warmer climate while enjoying time with their two year old son and other local family members.



Jeff Wandasiewicz

Project Superintendent

Jeff joined the ReliantSouth team in January 2018.  Jeff's previous experience includes serving as a Superintendent in both commercial and residential market sectors where he has acquired over twenty (20) years of experience as well as his Florida Building Contractor's License.  ReliantSouth looks forward to growing with Jeff in the coming years.



Lee Brinegar

Project Superintendent

Lee joined the ReliantSouth team in January 2018.  Lee has acquired decades of construction experience while working on projects throughout the Southeast.  Lee previously served in Estimating, Project Management and Superintendent roles which makes him a tremendous asset to ReliantSouth due to his well-rounded skill set.  ReliantSouth is honored to have Lee aboard and looks forward to growing together.  Lee is currently serving as the Superintendent for the Sonny's BBQ & IHOP projects in Pace, FL.



Ben Simpson

Project Superintendent

Ben joined ReliantSouth in November 2018 and brings a combination of both residential and commercial experience.  Ben recently served as the Project Superintendent on a $24 million commercial project in Michigan.  


Originally from Northwest Florida, Ben recently decided to return home to be closer to his family.  Ben previously served as a United States Army 19 Delta Calvary Scout overseas in Iraq.  ReliantSouth thanks Ben for his service and is honored to have him on the Team.



Gerry Waters

Senior Project Inspector

Gerry Waters brings over forty (40) years of construction field experience to the ReliantSouth Team.  For the past twenty-five (25) years, Gerry has served as a site/civil Superintendent.  When not working, Gerry enjoys spending time with family, boating and fishing.



Brian Guthrie

Assistant Project Manager

Brian joined the ReliantSouth team in November 2018.  Brian has over 17 years experience in the construction industry as a second generation builder.  He's held several positions with the local Home Builders Association, including President. Brian has years of field experience in the construction industry with a reputation for excellent quality, finishing projects on time and within budget. 


Brian and his wife, Jackie celebrated 25 years of marriage in September 2018. They have a son, daughter and a granddaughter that has stolen his heart.  When relaxing Brian enjoys spending time with family, hunting, watching baseball (Red Sox) and football (Cowboys & FSU). As a baseball player through his college, Brian has enjoyed coaching baseball teams locally as his son grew up.



James Martin


James Martin joined Team ReliantSouth in July 2019, after relocating to Miramar Beach from Tennessee.  James has acquired decades of commercial construction experience while building educational, office, apartment, medical, retail, religious and restaurant projects.  James will be serving on the Captain Leonard Destin Park Project in Destin, FL.  We're excited to have James aboard and look forward to growing together.



Randy Broadway

Project Superintendent

ReliantSouth was proud to welcome Randy Broadway to the team in August 2019.  Randy has over thirty (30) years of construction experience with a focus on government and marine projects.  He will be serving as the Superintendent on the upcoming Perry, GA Sonny's BBQ remodel project.  Randy is a Louisiana native and die-hard LSU fan.  Geaux Tigers! 



Antonio Reeves

Assistant Project Superintendent

Antonio joined the ReliantSouth Team in October 2017 as an Assistant Superintendent.  Antonio is currently a student at Gulf Coast State College where he is pursuing a degree in Building Construction.   He is proficient in AutoCAD, Inventor, SolidWorks, Revit and 2020 Design.


Antonio and his wife recently celebrated the birth of their newborn son! 



Craig Shipp

Project Engineer

Craig joined Team ReliantSouth in October 2018.  He brings over fifteen (15) years of construction experience to the organization.  Much of Craig's career was in the window and door manufacturing industry, which brings a unique perspective to the team.  Craig will be assisting in the pre-construction department with a focus on estimating.  He is happily married with four (4) children and enjoys family time, hunting and fishing.  Craig is also an avid Arkansas Razorback fan.  We're sorry.... :-)



Keven Sanchez

Project Engineer

ReliantSouth welcomed Keven Sanchez to the team in July 2019.  Kevin is from Fort Walton, FL and obtained his Bachelor of Science in Building Construction from the University of West Florida in 2018.  Kevin will be assisting in the pre-construction and project management areas of the organization.  In his spare time, Kevin enjoys sports, being outdoors and everything related to Miami!



Steve Churchwell

Assistant Project Superintendent

Steve has worked for over 20 years with the professionals who are now ReliantSouth Construction Group.  Steve is a multi-talented individual who has many strengths, chief of which is insuring compliance with applicable standards and specifications.



Kirk van Blaricom

Superintendent/Quality Control Manager

Kirk is an exceptional engineer and contractor, who has made Pensacola his home for the past 20 years. Presently serving at Innerarity Point Park,  Kirk has built many projects successfully over the years with the professionals who are now ReliantSouth Construction Group.



Joe Dodd

Safety Director/Environmental and Insurance Coordinator

With more than 40 years' experience designing and building chemical plants around the world, Joe came out of retirement to join his son Richard’s firm in 1998, working to refine the company’s safety and environmental programs.  Joe will continue work at ReliantSouth as the safety director and environmental and insurance coordinator. After serving in the U.S. Army, Joe earned a Bachelor of Science in Chemical Engineering from Clarkson University in Potsdam, New York. 


Joe is a modern-day St. Francis, enjoying the antics of all of the squirrels and birds he feeds in his backyard.  On many afternoons, he can be found playing golf with his dear wife of 62 years, Mary.
